  • EU mechanism on democracy, the rule of law and fundamental rights [Plenary Podcast]

The European Union is founded on values, including democracy, the rule of law and respect for fundamental rights, laid down in Article 2 TEU. Those values are common to all Member States and a precondition for a well-functioning Union based on mutual trust. In recent years, events in some Member States revealed systemic threats to the rule of law. A lack of coherent and effective action to protect those values revealed need for a new and more effective EU mechanism. The Parliament is due to vote during the October II plenary session on a legislative-initiative report to create an interinstitutional 'Pact on democracy, the rule of law and fundamental rights'. In this vein, what would have happened if we would have had a pure democracy in 2001? And, why is our Federal system with its 51 republics, a better alternative than anything democracy could offer? How can #education help to protect and preserve #democracy in Europe? Discover the ten steps that every country can take to reach this goal. This video was screened during the Council of Europe ConferenceLearning to Live Together” and it was produced with the support of the Audiovisual Section, Directorate of Communications of the Council of Europe. For more information visit: www.coe.int/edchre http://www.coe.int/en/web/edc/conference #CoE_Charter4All Voice over: Democracy and human rights education in ten steps Democracy and human rights enable us to live in peace and guarantee the dignity of all people. But this can only be achieved if everyone respects the principles and rules of democracy and human rights. Relevant lifelong education from childhood onwards is therefore necessary. A ten-step programme. Step 1. Raise children’s awareness about democratic citizenship and human rights from infant school onwards. Encourage them to put them into practice in their daily lives. Step 2. While respecting the principle of academic freedom, include education in democratic citizenship and human rights in higher education. Involve students, and encourage them to take action for democracy and human rights. Step 3. Promote democracy, transparency and collective decision making in all educational establishments. Encourage and facilitate the participation of students, teachers and parents. Step 4. Provide teachers and people responsible for youth education and leadership schemes with training in how to provide education in democratic citizenship, human rights and equal opportunities and anti-discrimination campaigns. Step 5. Support all initiatives that promote competences for democratic culture. Work with youth organisations, NGOs and the media in order to develop respect, critical thinking, and non-violence in conflict resolution. Step 6. Develop evaluation criteria for education programmes on democratic citizenship and human rights, with joint objectives to improve them and promote what works. Step 7. Develop research on education in democratic citizenship and human rights in order to improve teachers’ knowledge, learn from their experiences and provide them with better educational tools. Step 8. Work with civil society to promote democracy, responsible citizenship, social cohesion, equality and respect for differences (especially between various religious and ethnic groups). Step 9. Cooperate with other countries, exchange and share best practices, draw inspiration from lessons learnt in Europe regarding “living together”, democracy and enhancement of human rights. Step 10. Ensure that everyone has access to education in democratic citizenship and human rights, because every person counts.

Engaged and civically minded youth do not just spring up out of nowhere – they need to be cultivated. A recent Slate article described the students at the forefront of this wave of student activism as being the "beneficiaries of the kind of 1950s-style public education that has all but vanished in America." When we think about how schools today are preparing the next generations of citizens to engage with human rights, civic action, and working for change in our democracy, a number of questions arise: To what extent are schools in the United States preparing students for active democratic engagement and to advance human rights? Given the documented increase in overt expressions of hatred and intolerance in American society, what role should schools play in responding and combating those narratives? How are civic education and civil rights organizations assisting educators as they prepare their students to stand for human rights, and what challenges do they face? This forum is held in conjunction with the Harvard Advanced Leadership Initiative. ____________________________________________________ Please note that seating at Askwith Forums is on a first come, first seated basis. https://democracynow.org - This spring’s mass nonviolent protests in Gaza come as the human rights conditions in the “open-air prison” have even further deteriorated. Last year, the United Nations issued a report warning Gaza is already “unlivable.” The majority of its water is contaminated, and electricity is limited to only a few hours a day. About half the population is children. Almost all are refugees who are prevented from ever leaving the tiny Gaza Strip, one of the most densely populated places on Earth. For more, we speak with Norman Finkelstein, author and scholar whose most recent book is titled “Gaza: An Inquest into Its Martyrdom.” Democracy Now! is an independent global news hour that airs weekdays on nearly 1,400 TV and radio stations Monday through Friday. Democracy has been mischaracterized over the past 100 years to mean something that it was never intended to mean when it was conceived in ancient times. Taking into account the traditional meaning of the word and the intricacies of the form of government which it describes, people of the world must understood that pure democracy is not designed to protect the rights of the People. In this vein, what would have happened if we would have had a pure democracy in 2001? And, why is our Federal system with its 51 republics, a better alternative than anything democracy could offer?
